Non-EU students coming to Riga for more than 90 days need a Latvian temporary residence permit for studies: your university files an invitation with the Office of Citizenship and Migration Affairs (OCMA), you show at least €780 a month in funds (the 2026 minimum wage, about €9,360 a year), and the standard state fee is €160 for a decision within 30 days. Riga's housing market gets easier to navigate once you know where to look, but the visa and residence permit process is the part that trips up non-EU students most, mostly because the requirements aren't always presented clearly in one place. Here's the actual process, step by step.

Do You Even Need One?

EU, EEA and Swiss citizens don't need a visa or residence permit to study in Latvia, just registration after arrival. This guide is specifically for non-EU, non-EEA students who need to go through the full process.

The Process: Invitation, Residence Permit, Then a D Visa

For programmes longer than 90 days (which covers essentially every semester or degree programme), the process starts with your university filing an official invitation with the Office of Citizenship and Migration Affairs (OCMA) on your behalf. You then apply for the residence permit itself, usually at the Latvian embassy or consulate responsible for your country. Once OCMA approves it, you get a type D visa to travel if you need one, and you collect your residence permit card at OCMA after you arrive. Some students, for example master's and doctoral students already in Latvia on a valid visa, can submit the application at OCMA in Riga instead; your university's international office will tell you which route applies.

What You'll Actually Need to Show

  • An official invitation or acceptance confirmation from your Latvian university, filed with OCMA on your behalf
  • Proof of accommodation in Latvia, typically your signed housing contract
  • Proof of financial means for the year, though this is one area worth double-checking directly with OCMA before you apply: some sources cite a threshold around €1,685 a month for the initial visa stage, while the residence permit stage itself is often cited around €780 a month (roughly €9,360 for the year). The discrepancy between these figures likely reflects different stages of the process, confirm which applies to you before assuming either number
  • Valid comprehensive health insurance covering your stay
  • A clean criminal record certificate from your home country

As with Hungary, get your housing sorted early. A signed lease is part of what you'll need to show, and booking ahead of your application avoids a last-minute scramble.

After You Land: Collecting Your Permit at OCMA

Once you're in Riga, go to OCMA in person to receive your residence permit card, with your passport and proof of your Latvian address. The University of Latvia tells its students to bring a health insurance policy valid in Latvia and a chest X-ray (fluorography) result when they collect the permit. If you are applying from inside Latvia, check the submission deadline with your university, which the University of Latvia gives as 30 to 90 days after arrival depending on your visa. Bank statements proving your financial means are generally only valid for three months after issue, so timing your paperwork matters, don't gather everything too far in advance or it may have expired by the time you actually apply.

Timeline: When to Actually Start

OCMA decides within 30 days for the standard €160 state fee, or within 10 or 5 working days if you pay €280 or €560. The University of Latvia warns that the whole procedure, including the invitation, takes more than 45 days. File your D-visa application 2 to 3 months before your programme starts to give yourself a genuine buffer, especially if you're applying during a peak season like August or September.

Working While You Study

Bachelor's students with a valid Latvian residence permit can work up to 20 hours a week during studies and full time in the holidays, and master's and doctoral students can work full time. Worth knowing if you're budgeting and wondering whether part-time work is an option, though check your specific permit conditions since this can vary by circumstance.

A Note on Accuracy

Financial thresholds, processing times and document requirements for Latvian residence permits change, and even official-facing sources don't always agree, as OCMA's own study page shows: it still lists an older €620 a month figure from 2023, while the rule follows the minimum wage, €780 in 2026. The figures here reflect current guidance at the time of writing, but always confirm the specifics directly with OCMA, your Latvian consulate, or your university's international office before relying on any number in this post for your own application.
