Hungary Student Visa and Residence Permit Guide for Budapest
How non-EU students get a Hungarian residence permit for studies in 2026: one application at the consulate, the D visa, documents, fees, timing and renewals, checked against the immigration authority's own factsheets.
Housing gets most of the attention when you're planning a semester in Budapest, but for non-EU students, the visa and residence permit process is the piece that can actually derail your plans if you leave it too late. The short answer: if you're not an EU, EEA or Swiss citizen, you apply for a residence permit for the purpose of studies, usually at a Hungarian consulate before you travel. The EUR 110 fee covers the permit and the D visa you enter on, and the authority decides within 60 days. Here's how it works, step by step.
Do You Even Need One?
If you're an EU, EEA or Swiss citizen, you don't need a visa or residence permit to study in Hungary, but if you stay longer than three months you must register your residence with the immigration authority (OIF) by the 93rd day after you arrive, which gets you a registration certificate (fee HUF 1,000) and an address card. This guide is for everyone else: non-EU, non-EEA students who need to go through the full process before and after arrival.
One Application: Your Residence Permit Comes With a D Visa
If you need a visa to enter Hungary, you apply for the residence permit for the purpose of studies at a Hungarian embassy or consulate in your home country (or where you legally live) before you travel. There's no separate visa application: when the immigration authority approves your permit, the consulate issues a type D visa that lets you enter once and stay up to 30 days while you collect the permit. You must enter within 3 months of approval, or the approval lapses. If your passport lets you enter Hungary visa free, you can instead apply after you arrive, online on the Enter Hungary platform or in person at a regional office. The authority is the National Directorate-General for Aliens Policing (OIF), which replaced the older Office of Immigration and Asylum.
What You'll Actually Need to Show
Requirements vary slightly by institution and case, but the core documents are fairly consistent:
- An acceptance letter from an accredited Hungarian university or institution
- A certificate confirming your registration or enrolment (iskolalátogatási igazolás), usually issued by your university once you're enrolled
- Proof of accommodation, typically your signed housing contract or lease (lakásbérleti szerződés)
- Proof of financial means, broadly around HUF 200,000 a month (roughly €500), though this can vary and is worth confirming with your specific consulate
- Valid comprehensive health insurance (more on this below)
- A clean criminal record certificate from your home country
Get your housing sorted before you apply. You have to give a real Hungarian address on the form, and a signed contract with clear dates is the simplest proof if a consulate or your university asks for it.
Health Insurance Specifically
This isn't optional, and it's checked closely. Self-funded non-EU students generally need either NEAK insurance (Hungary's national health fund) or a private insurance certificate covering comprehensive healthcare, not just emergency or travel cover. Students on certain scholarship programmes receive a TAJ card (the Hungarian social security card) automatically. Sort this before you apply for your visa, not after, since documentary proof of coverage is part of the application itself.
After You Land: Registering and Collecting Your Permit
Your D visa lets you enter once and stay up to 30 days while you collect your permit. OIF posts residence permits for studies to your university's address, not to you, so your international office will tell you when and where to pick up the card. Ask them too about any local registration steps after you arrive.
Timeline: When to Actually Start
OIF decides on a residence permit for studies within 60 days of receiving your application, and the clock stops while you fix missing documents, so the September and February intakes can feel slower. Start as soon as you have your acceptance letter and proof of tuition payment, and apply at least 2 to 3 months before you plan to travel. If you're cutting it closer than that, contact your university's international office immediately rather than assuming it'll sort itself out.
Renewing Each Year
A residence permit for studies is issued for at least 1 year (or the length of a shorter programme) and at most 3 years, and can be extended by 1 to 3 years at a time. You apply online on Enter Hungary, no earlier than 90 days and no later than 30 days before it expires, with a certificate of academic progress from your university, and the fee is HUF 26,000. OIF can refuse to extend if you haven't graduated within one and a half times your programme's official length, so your academic record matters for your immigration status too.
A Note on Accuracy
Immigration requirements, financial thresholds and processing times change, sometimes with little notice. The figures here reflect current guidance at the time of writing, but always confirm the specifics with your Hungarian consulate, OIF, or your university's international office before relying on any number in this post for your own application.
